Thank you for the clarification.
Is it the case that the Imam of the state will always be responsible for payment of the makataba, or does the Imam only intervene if the master is unable to afford the payment?

Thank you for your question! The imam is mandated to utilise the zakaat money from the public treasury (bayt al-maal) to free the indentured labourer. For example, the indentured labourer could go to one of the imam's representatives (an amir or the like) and request to be relieved of his contract by means of the zakaat money. It is at the discretion of the imam to utilise the money to do this.
