The eternal destination of a major sinner is for Allah to decide; however, He is revealed in the Qur'an and the authenticated Sunnah that the major sinner who dies without repenting will remain in Hell forever. Allah knows best whether one repents in his heart; however, our concern is not what is in the heart because we cannot see into someone's heart. We can only judge based on what we see. We may see someone praying for example and assume that they are sincere but Allah knows best regarding his sincerity.
